Why is the purchase price 95% of the fire insurance value?

The compensation settlement at NTÍ is based on a fire insurance value, from which the own risk (2%) is deducted, disposal costs (which are different in size), and the mortgage payments for residential property.

The law uses 95% of the fire insurance value as a baseline under NTÍ, but deducts from this amount the mortgage payments for residential property. The government is seen to take on the risk of ownership, and operating costs and it is not impossible to dispose of the buildings at some point. In addition, the government is expected to bear the cost of the transaction, not the sellers as is customary in real estate transactions.
